The Klaus Hoffarth Center for Critical Thinking

The Klaus Hoffarth Center for Critical Thinking (KHC) was established in 2025 through the grant of the Hoffarth family.

The Center is rooted in the belief that Critical Thinking has a profound influence on Good Political Governance which leads to national development.

First, KHC aims to establish itself as a clearinghouse and resource center for critical thinking in the Philippines, particularly in relation to the integration of education and political governance. Second, KHC aims to develop and implement effective critical thinking-based programs in schools and other educational platforms. Third, through these critical thinking-based programs, KHC aims to raise the governance standards in all aspects of the Philippine political system, including voting policy, policymaking, policy implementation, and accountability.

THiNK for Good Governance.

Inspired by the vision of using critical thinking as a vehicle to develop civic consciousness amongst our young people, Dr. Victoria Bantug Hoffarth and her son Paul established a center for critical thinking in the name of the late economist Dr. Klaus Hoffarth. This Center, in partnership with like-minded organizations, will implement programs and projects that aim to effect positive change in the country through critical thinking.

Civic consciousness leads to civic engagement and hopefully, to a participative citizenry which practices good governance and expects the same from its leaders.

We need the next generation of Filipinos to understand what it means to be involved in shaping a progressive, safe, and united country where there is empathy, a desire to respectfully listen to different points of view, and to come together as one nation.

How does KHC plan to do this?

  • KHC aims to cultivate civic consciousness and encourage community involvement. In the spirit of nationhood, KHC will also undertake programs as voter education taught in a non-partisan manner, which will help students identify key issues in their choice of leaders in the 2028 national elections. This is particularly relevant to the junior and senior high school students today who will be first-time voters in 2028.

  • KHC is committed to nurturing sharp, analytical minds in public elementary schools, starting with a pilot project in Banilad Elementary School in Negros Occidental. We believe that functional and digital literacy are the essential building blocks of critical thinking, providing students with the tools to navigate a complex information landscape with clarity and purpose.

  • The KHC will also establish a  "Critical Thinking Studio" is designed to be a vibrant hub for discourse—a venue for podcasts, storytelling sessions, and impactful talks that turn sharp ideas into meaningful action.
